David M. Thomas is the founder and president of The DT Firm, where he brings over 20 years of experience at the highest levels of Pennsylvania government. Dave began his public service career as a legal intern with the House Republican Caucus, rising quickly through the ranks to become a go-to negotiator on budget, infrastructure, energy, and public safety issues.
He served in senior legal roles for more than a decade—including as Executive Director and Counsel for the House Liquor Control Committee and Chief Counsel to the House Appropriations Committee. In 2011, he was appointed Chief Counsel to Speaker of the House Sam Smith, where he played a central role in passing Act 89 and other signature legislation.
After a year in the private sector with the Pennsylvania Association for Justice, Dave returned to the Capitol to serve as Chief Counsel to Senate Majority Leader Jake Corman. There, he helped shape critical bills including Act 16 (Medical Marijuana) and oversaw the Senate floor calendar and legislative strategy.
In 2016, Dave launched The DT Firm to help clients—from unions and municipalities to private developers and nonprofits—navigate the complex world of Pennsylvania government and economic development. Today, he continues to serve as a legal and legislative advisor for clients across more than 40 counties.
